Background
- Raise awareness among key stakeholders (relevant government officials, civil society, researchers, professionals, media, students and the general public including vulnerable communities and groups) through the following programs:
- Regular interaction programmes, seminar and workshops
- Networking and coordination
- Education programmes
- Media campaigns.
- Build capacity on issues such as mitigation, adaptation, technology transfer, carbon finance and international negotiations among key stakeholders.
- Advocate for effective policies and programmes related to climate change by engaging with the government as well as other national and international agencies. CCNN will initially focus on the following themes for advocacy:
- Incorporate climate change related challenges and urgently required responses in the new constitution as well as other related government policies and programmes.
- Ensure that the process of preparing NAPA is participatory, transparent and efficient by engaging in constructive dialogue and coordination with the concerned stakeholders as well as providing technical input as and when required.
- Institutionalize adaptation measures into the regular programmes of government as well as other development agencies
- Encourage government to take advantage of opportunities for carbon finance and other funding mechanisms related to climate change to mobilize resources for initiating clean development and adaptation programmes in Nepal
- Promote mitigation measures such as renewable energy and energy efficiency to minimize Nepal’s carbon footprint and enhance Nepal’s image as a country committed to clean energy
- Promote climate resilience and low carbon economic development
- Assist government to clarify Nepal’s position and strengthen its ability to raise its voice and effectively negotiate at COP/MOPs and other international meetings so as to ensure that international decisions are favorable to countries like Nepal.
- Incorporate climate change related challenges and urgently required responses in the new constitution as well as other related government policies and programmes.
- Regular meetings and sharing of information through e-newsletter and web site.
- Exchange, compile, process and disseminate information related to climate change in the Nepalese context through an active web site, publications, and resource centers.
- Build strong linkages and partnership with local, regional and national civil society organizations, networks, federations and groups to agree on common objectives for addressing climate change issues in Nepal.

Climate Change Network Nepal (CCNN) is a semi formal network established in 2003 by a group of seven organizations interested in and working on climate change related issues in Nepal. The main objective of the network was to lobby for ratification of the Kyoto Protocol by the Government of Nepal and raise awareness on climate change related issues. Initially, the network had identified five priority area namely awareness raising, coordination among key stakeholders, advocacy, joint pilot project and research.
Over the years, some major changes have taken place in Nepal, such as ratification of the Kyoto Protocol, implementation of CDM projects, initiation of NAPA, participation in several climate change related meetings, and increased awareness, capacity building and field level activities in this sector. The number of organizations involved in climate change related activities in Nepal has also increased. In this context, CCNN realizes the need to review its activities and prepare new strategies to engage itself in this sector in a proactive and constructive manner. This document is designed to provide some direction in CCNN’s strategy development process.
GoalTo facilitate the process of informing, empowering and influencing the Nepalese people and government to take effective actions towards addressing climate change and its impacts.
ApproachIn order to achieve its goal, CCNN will expand its members to include all key stakeholders involved in climate change in Nepal and coordinate among members to take on the following roles:

- Core members: The current members of CCNN will be the core members.
- General members: The general members are the organizations, group or networks that will join the network in future.

- Implemented projects and programs related to Climate Change over the last 2 years;
- Engaged in activities related to Climate Change issues and agenda in Nepal over the last 3 years;
- Organization with track record of transparency, accountability, legitimacy and national recognition.
- The membership process, criteria and form will be uploaded in CCNN website
- Interested organizations can obtain application form from the secretariat or CCNN website. The completed form should be submitted to the secretariat.
- Organization with track record of transparency, accountability, legitimacy and national recognition.
- Secretariat will make recommendation to Coordination Committee for formal endorsement of the membership. The coordination committee reserves the right to accept or deny the application.
- The secretariat will assess the applications and circulate them among the members for review and comments providing the time period of 15 days;
- The organizations affiliated to network members of CCNN will be the default member of the network
- Submission of the application does not guarantee the membership status.
- Composed of 10-15 members representatives of all the sectors and discipline
- One coordinator will be selected among the members of coordination committee
- Responsible for preparing and facilitating the annual network meeting
- Guidance to the secretariat to carry out day to day work
- Meet tri-monthly and/or on required basis (ad hoc meeting)
- The present members of CCNN will be members of Ad hoc Coordination Committee. Annual meeting of CCNN will elect new committee.
- The venue of the meeting will be rotated among the coordination committee members.
- Responsible to carry out day to day work of the network
- Facilitate networking, coordination and communication among the members
- Equip with one Member Secretary, other support staffs and office equipments
- Secretariat will be rotated on biennial basis among the members
- Select Coordination Committee and the Secretariat
- Provide strategic and policy guidance for the network
- To report, make recommendations and undertake studies or other activities on specific themes or areas
- Potential working groups will be formed for thematic areas such as Adaptation, Mitigation, Carbon Financing, Technology transfer, International Negotiation
- Individual Member Organization will lead the particular working/thematic groups based on areas of expertise
- The thematic working group will be responsible for developing strategies, position and action plan on different issues.
- The secretariat will liaise with government and other stakeholders to map the need and demand and the thematic working group will provide input.
- The secretariat will facilitate and coordinate all working groups
- Raising fund to undertake activities of CCNN will be the common responsibility of the members
- Fund raised will be allocated to the themes groups as decided by coordination committee during the planning stage and the groups will hold accountable to maintain transparency and accountability.

CCNN will be national level network covering all districts and regions of Nepal
MembershipCCNN is a forum for organizations, institutions and networks at local, regional and national level with active involvement in climate change issues in Nepal.
There are two types of membership criteria in CCNN:
CCNN welcomes membership application from organizations that meet the following criteria
CCNN will organize a large meeting on annual basis inviting all the members. This meeting will work as the apex body of the network that following responsibilities:
Individual organization affiliated with the network will provide kind or cash contribution to host the events through their regular programmes as well as support in fund raising for common activities.
Key thematic areas for CCNN
- Among members (to share one's focus areas, promote collaboration and avoid possible duplication etc)
- With government, donors, bilateral agencies, academic and research institutions, NGOs, community groups, INGOs and other key agencies
- With international networks e.g. CAN- South Asia
- With regional and district level coordinating bodies (networks, federations ets) to increase outreaches and get feedback
- Contribution to NAPA, NAPA+, REDD, carbon finance, PPCR and other initiatives to ensure adequate stakeholder and public consultations/participation
- Participation in the climate change processes by providing input (both technical and coordination).
- Generating support to enhance Nepal's position for a fair and equitable share of global climate funds with a focus on upcoming COP 15.
- Advocacy for reflecting climate change-led challenges and urgent responses in New Constitution of Nepal
- Integrating and mainstreaming Climate issues into local planning, relevant policies and practice
- Mitigation measures – promote renewable energy, energy efficiency
- Campaign for encouragement of staff and members to become climate change champions and take action towards carbon neutral office and homes
- Supporting government to international negotiations by contribute in preparing position/status paper for Nepal on Adaptation, Mitigation, Technology Transfer and Caron Finance
- Facilitate civil society and vulnerable communities voice with regard to establishing Nepal’s position in post Kyoto
- Facilitation to organize events such as public lectures, interactive media discussions, seminars and public meetings for smooth sharing of knowledge, information and public interest opinions among stakeholders on climate change related topics
- Contribute in generating information, knowledge and database on climate change scenarios, impacts, vulnerability, adaptation and mitigation options etc.
- Promotion established resource centers for learning and information sharing e.g. good practices of climate risk assessment techniques and minimization of climate impacts to disadvantaged communities for general public
- Dissemination of climate change information to wider stakeholder and public and in partnership with media sector in a responsible way (not to create panic of climate change-led disasters but with options to respond to climate change challenges from various levels).
CCNN as an informal and flexible network of organizations working in the field of climate change will focus on three thematic areas to achieve its stated objectives. They are outlined below:
